In medical examination and treatment facilities, civil servants and health officials must ensure the implementation of the following codes of conduct:
1. Strictly implement the accompanying 12 Articles of Medical Ethics Decision 2088/QD-BYT dated November 6, 1996 by the Minister of Health.
a. Things to do for people coming for medical examination:
+ Warmly welcome and enthusiastically guide necessary procedures;
+ Preliminarily classify patients, arrange medical examination according to order and priority subjects according to regulations;
+ Ensure confidentiality and respect for patients during medical examination; Notify and explain the health situation or disease condition to the patient or the patient's legal representative;
+ Medical examination, ordering tests, and prescribing appropriate to the patient's condition and ability to pay;
+ Instruct and advise the patient or the patient's legal representative on the use of prescribed medications, care regimen, monitoring disease progression and making follow-up appointments when necessary for patients receiving outpatient treatment;
+ Support patients to quickly complete hospital admission procedures when indicated.
b. Things to do for inpatient patients:
+ Urgently welcome and arrange beds for patients, guide and explain the rules and regulations of the hospital and the department;
+ Examining, understanding, detecting unusual developments and addressing the patient's necessary needs; promptly explain requests and questions from patients or their legal representatives;
+ Health education consultation and guidance for patients or their legal representatives to implement treatment and care regimen;
+ Urgently resolve professional requests; Be present promptly when requested by the patient or the patient's legal representative;
+ For patients scheduled for surgery, it is necessary to notify and explain in advance to the patient or the patient's representative about the medical condition, surgical method, and possible risks that may occur and perform it fully. preparation work according to regulations. Must clearly explain the reason to the patient or the patient's legal representative when surgery must be postponed or temporarily suspended.
c. Things to do for patients discharged from hospital or transferred:
+ Inform and advise the patient or the patient's legal representative on what to do after discharge from the hospital. In case of referral, the reason must be explained to the patient or the patient's legal representative;
+ Publicize details of each expense in the medical service price payment slip that the patient must pay; Full explanation when requested by the patient or the patient's legal representative;
+ Urgently carry out procedures for patients to be discharged from the hospital or transferred according to regulations;
+ Receive comments and suggestions from the patient or the patient's legal representative when the patient is discharged from the hospital or transferred.
- Things not to do:
+ Failure to comply with professional regulations when performing duties;
+ Abusing one's profession to gain profit during medical examination and treatment;
+ Causing difficulties and indifference to the patient and the patient's legal representative.
